What Does This PR Do
Adds a sound effect to the Plasmaman & Skeleton ' *rattle ' emote.
Why It's Good For The Game
Pretty much all if not all species/races have unique sounds for their personal emotes, so it allows plasmamen to join the special snowflakes.

Testing
F5>Startgame>be Plasmeme>*rattle I did adjust the volume to be lower, the loudness of the video I think is just the video, it isn't that loud in-game. If it appears to loud, it'll be easy to turn down. (My first PR, I've also linked my account.)
