What Does This PR Do

Allows the Large Plasma Tank to be selectable as an option for Plasmamen in Character Preferences.

Why It's Good For The Game

The Large Plasma Tank is not used at all which is shameful. This allows it to be used and gives plasmamen a small amount of customization.

Testing

I tested it in-game on a private server. The feature should work as intended.
