Blind people are still affected by flashs

Issue Description:

As a blind person a flash can still affect me and blind me while i am already fully blind. What did you expect to happen:

to not be affected by the flash What happened instead:

i got the affected by the flash

Why is this bad/What are the consequences:

It breaks the immersion and doesnt make sense

Steps to reproduce the problem:

be blind grab flash flash yourself

When did the problem start happening:

i assume around the stun rework?
