Doing anything with your external wear stops tail wagging

Issue Description: Unequipping/equipping/using a zip or unzip or hood action/etc. on your external clothing stops wagging emotes for some reason.

What did you expect to happen: The emote to not stop if nothing of relevance is happening to the tail. Would be understandable if it only happened with clothes that hide your tail or sth, but it seems to be just about everything.

What happened instead: The emote and animation instantly comes to a halt, requiring you to restart it manually.

Why is this bad/What are the consequences: It's mostly just annoying, especially since it affects an emote that is supposed to be unique cute species fluff.

Steps to reproduce the problem:

1. Spawn in as a Unathi/Vulpkanin/Vox/Tajaran/etc..
2. *wag.
3. Equip/unequip any piece of external wear you might have (e.g. a labcoat, jacket, etc.).
4. Notice the emote stop on its own.
5. *wag again.
6. If the clothing has a special action like zipping/unzipping (e.g. black suit jacket) or toggling the hood (e.g. winter coat), use it.
7. Notice the emote stop on its own again.
