What Does This PR Do

fixes #18488 Removes toggle_clumsy button upon a clown deconversion. Makes sure they regain their clumsy gene.

Why It's Good For The Game

Clown can no longer take bloody vengeance against their former brainwashers. They can also no longer freely toggle their clumsiness on and off as non-antags.

Testing

Made myself a cultist. Deculted myself in traitor panel. Made myself a cultist again. Deculted myself with holy water. Both times toggle_clumsy button was removed and clumsy gene was forced. Tested it for other antags, seems like cult was the only problem.
