[WIP] Abductor Rework

What Does This PR Do

Rework abductors to remove infinite free teleport escapes, while giving abductors additional tools to compensate. Also makes them datumized and fit within the new knockdown based combat.

Why It's Good For The Game

Makes the antagonist more fun to play and to play against. Advance datumization project. Advance stun rework project.

  • [x] Add Abductor Raid event (Rare abductor event that scales teams with pop)

Known Issues

Abductor camera console targeting does not show up on space tiles with parallax enabled Abductor greeting on spawn says 'You are a Abductor!' Abductor round end report is not currently shown

Datumisation of Abductors is complete and functional, tested with both admin spawning and abductor event. I still have some leftover code I need to clean up.

TODO : Figure out if I'm removing sleep from the abductor baton in exchange for hydrocodone on the surgery table, and how to handle the lack of buckling on op table problem
