Debounce task highlight in check-in

When doing a check-in with ~20 people it seems from some users the highlight is turned on/off all the time. Probably caused by some re-rendering.

Acceptance criteria

  • [ ] when a user keeps hovering over one of their solo update cards, only one SetTaskHighLightSuccess with isHighlighted: true is sent for that task
