[BUG] "Queue Downloads" doesn't restart/retry the failed download

Describe the bug:

• In Paperback v0.7-r46, I could restart the failed downloads easily (without searching for which ones failed) by selecting all chapters (or a range of chapters) and pressing "Queue Downloads."
• But on Paperback v0.8.2-r1 I have to manually select the failed Chapter, press "Remove Downloads" and press "Queue Downloads" every time. On the previous version, I could skip the "Remove Downloads" step.
• I don't know if this is a bug or a purposefully removed feature from the previous version, but please take a look at it.

To Reproduce:

1. Fail a download.
2. Select the failed download and press "Queue Downloads"
3. See the bug. (Failed Download is not restarted/retried.)

Expected behaviour:

I expected the selected failed download to retry the download upon pressing "Queue Downloads."
