[BUG] Disabled tap navigation working incorrectly

Describe the bug When tap navigation is turned off in new reader, tapping the page on the sides does nothing instead of bringing up the interface like with the old reader

Expected behaviour When tap navigation is disabled, allow tapping anywhere to bring up the interface like in the old reader.
