Right clickable item desync
Expected behavior
Other players should see you using items.
Observed/Actual behavior
When you scroll to a right clickable item (food, bow etc.) and then quickly start using it, other clients won't see you doing it.

As you can see, if I immediately start holding right click after I select an item, the other client won't see me using that item.

This server is running Paper version git-Paper-265 (MC: 1.18.2) (Implementing API version 1.18.2-R0.1-SNAPSHOT) (Git: 993f828) You are running the latest version Previous version: git-Paper-225 (MC: 1.18.2)
Other
I've tested this on a 1.8 server with ViaVersion and the issue doesn't exist there, meaning this isn't a client issue.
Can reproduce on vanilla and paper 1.19.
This can also be reproduced by using an item and having the observing player reconnect.
