RCON Console not working.
Expected behavior
When enabled and setup correctly it should work from any device.
Observed/Actual behavior
Since the update of Paper software to the first stable release it started not working.
Steps/models to reproduce
Setup the RCON console in the Paper’s files and then test.
Plugin and Datapack List
No plugins, no datapacks.
Paper version
The first stable release.

Cannot reproduce, do note that due to the way rcon works, async commands, used by various plugins, will not be able to display their output over a rcon terminal
Infact the problem is that the RCON doesn't even connet to de server, it blocks during the connection attempt (Connecting...)
That's not so much an issue with rcon as it is with your connection to the server, double check the rcon port and/or the firewall if hosting the server remotely.
I'm sorry to not beeing able to give more informations but the only thing I'm sure about is that since I updated Paper to the first stable release the RCON started not working. I'll try do downgrade the version and see if the problem persists.
