Chunk not generating in 1.21.5

Expected behavior

I had an issue where there's a chunk refusing to generate in the world.

The bug started when someone used Phoenix616/RandomTeleport to get to the overworld from another dimension. Not sure if the plugin is relevant though.

Observed/Actual behavior

MCA and debugchunks: chunk debug.zip

This issue corrected itself after a restart.
