Update Alternate Current to v1.9

Changes from v1.6 and v1.7 are not relevant for Paper.

Changes from v1.8

• Added alternateCurrentUpdateOrder to the world config. This settings controls the order in which AC updates wires and neighboring blocks.

Changes from v1.9

• New optimizations bring performance increases ranging from 2%-35%.
