[Enhancement] Command block support

Is your feature request related to a problem? Please describe. Currently, executing commands registered via Chimera from command blocks do not do anything.

Describe the solution you'd like A way to execute Chimera commands from command blocks.

I think this is true for all plugin commands in Spigot. Supporting proxied command execution is going to be a significant effort.

I'm going to put this on the back-burner for time-being, maybe in the next release, but definitely not this one since it's going to require quite the effort.
