UserID subsystem should leverage new vsys hierarchy model

Currently, the UserID subsystem expects the nearest PanDevice object in the tree to have its vsys attribute set. However, in the new vsys hierarchy where a Vsys object can represent the vsys, the UserID subsystem should take the Vsys object as the vsys to use.
