Add template to deploy VM-Series in different availability zones in Azure

Motivation and Context

• Moving this template from https://github.com/wwce/azure-arm/tree/master/Azure-Common-Deployments/v1/2fw_3nic_zone_intlb_extlb repo to official Azure repo.
• Submitted a doc change to call out for this template over here
• This new use case will be published right under Use the ARM Template to Deploy the VM-Series Firewall

How Has This Been Tested?

The template has been tested by Tech Alliance Architect (Palo Alto Networks) and QAs.
