[1.20.x] Show tooltips for long keybinds to improve readability

Shows a tooltip for long keybinds rather than shifting everything (including shorter ones) to the left which causes cut-offs. Port of downstream PR https://github.com/neoforged/NeoForge/pull/48

Unfortunately doesn't allow us to enable the configuration cache for full parallel execution of independent tasks within the same sub-project (such as the different JDKs in the testJdks task), but...
