modify header of index.html and index.en.html

修改了一下index.html和index.en.html的顶部，变得跟http://www.paddlepaddle.org/develop/doc_cn/tutorials/text_generation/index_cn.html# 一致了。 不过目前"Fork me on Github"的github图标显示不出来，没有加上去。

这个change是为了能浮动出二级菜单（对应每个chapter里的sections）吗？如果是这样，在手机上也能有同样的效果吗？

这个是当时 @llxxxll 的一个临时的需求，当时还没有特别明确的菜单应该具体是什么样子的。 这个book.paddlepaddle.org的样式要做得跟 paddlepaddle的doc文档一致的么？

https://github.com/PaddlePaddle/notebook/pull/1 看到 @wangxiaobaidu11 在做ui这方面的的改动了，那我这边有什么改动的话，可能会跟他的冲突了。
