updated and moved dependencies

Hello,

i've updated the NPM Dependencies at the basic sample project. Some were far out-dated or not used like gulp. So there are no more complaints from the npm install step about old and/or deprecated Libraries (except the fsevent, but that is optional).

Additionally, there's a pretest stage at the scripts section, which runs the TSC before the actual Tests start.
