Joystick actions on Rift only activate if your thumb is on the capacitive sensor

Summary

If you try to use the Touch joysticks with the tip of your thumb on the edge of the joystick, or with your thumb angled away from the surface of the joystick, the action you perform will not trigger. You have to put your thumb fully on the joystick in order for the actions to activate. It shouldn't be necessary to activate the capacitive sensor in order to perform actions
