Hacktoberfest label on pull requests

Hi! First, I know that Hacktoberfest is a hell of an issue for maintainers, as there is always spam of bots and low quality PRs.

However, would you consider adding hacktoberfest-accepted labels on PRs that are opened in October, and that definitely will be merged around that period?
