[TOOLS] Add Emacs and Wsl

current version is quite simple. since i don't sure what to add is better. if there's any suggestions, i can update more.

这两个工具本人没有太多使用经验，但感觉内容上还是单薄了一些。

比起Emacs，我认为tmux更有必要介绍一下。至于wsl，我认为需要明确写明wsl不是一个真正的linux，很多涉及底层的环境无法在Wsl上进行搭建。
