Tftpd64/Tftpd32 Not Retaining Settings and DHCP Server not working

I am following the instructions from https://hack-technicolor.readthedocs.io/en/stable/Recovery/#bootp-flashing and am having problems.

To change the GLOBAL tab settings from step 8 I have to run Tftpd64/Tftpd32 as administrator.

So fine, the settings are applied.

But, when I try and follow steps 10 to 16 it does not show an IP in the 10.0.0.x range.

When it wasn't showing the IP address in the correct range the changed DHCP settings were retained.

So I kept trying different things but now consistently the DHCP settings are not retained.

I tried both Tftpd64 and Tftpd32 and have even tried Tftpd32 on an older Windows Vista computer but am getting the same problem, the DHCP settings are not retained.
