renweables: grow doesnt work

if grow is set to true it still generates blocks mid air

@RuedigerLP Are you able to provide more details on this? Like what the current behaviour is vs the desired behaviour and maybe a screenshot?

Grow is supposed to prevent blocks from spawning in air, the renewable should slowly start "growing" from other blocks if grow is true. Right now it just spawns blocks whereever.
