Annot under mouse sample not working for drag event

Steps to reproduce

1. switch to branch, npm i, npm start
2. drag and drop the sign field from sign tool (right side)
3. drag and hold another sign field on top already dropped sign filed
4. annotUnderMouse will not give anything in console.
