[BUG]: The sky is full of garbage dots in Endonesia (Japan)

Describe the Bug

The sky in the opening cutscene is full of red and yellow garbage dots. Happens with software and Vulkan at native res. Here's a video of the game being played on real hardware and the dots aren't there.

Also for some reason the game list calls it " Endnesia" despite Wikipedia, Redump and the game box itself all calling the game "Endonesia"

I just nopped the instruction and it cleared those dots.

patch=1,EE,017859C8,word,00000000

OPL too, suffers from this graphical distortion. OPL is likely emulating a part of the PS2 similarly to PCSX2, which explains how it's affected by this issue just the same.

It works fine on Play!'s browser emulator, but not on the desktop Play!
