The second player screen is not shown in hardware mode, but only in software mode.

Start a race in 2 players mode.

still an issue as of v1.7.5401 and heres an updated gs dump issue_4964.zip

Jak X - Combat Racing_SCUS-97429_20240211103117.zip Of note is that if you turn on widescreen, the game will do the same thing but with the glitchiness being on the right half of the screen. However, everything still "bleeds" downward on the right-hand side.
