[BUG]: Debugger crash on breakpoint hit with debug window closed

Describe the Bug

If the debugger window is not open when a breakpoint is hit pcsx2 will be stuck in a weird state where you can't resume, and opening the debugger results in a crash.

Reproduction Steps

1. Open the debugger and pause
2. Set a breakpoint on the next instruction
3. Close the debugger
4. Resume pcsx2 from the System menu
5. Try to open the debugger again after it pauses

I forgot to report this issue. If it's the same issue I'm thinking of it's due to the blinking tab feature when the breakpoint is hit. Somehow its parent becomes null.
