GS/HW: Apply native scaling to exact GPU CLUTs
Description of Changes
Natively downscales exact matched GPU CLUT targets.
Rationale behind Changes
Allows upscaling with GPU CLUT to not kill the palettes in some scenarios when paired with specific half pixel offset options, such as all burnout games with align to native (this was changed due to this issue but also some black lines, this is just an example).
Suggested Testing Steps
I guess try Burnout games with ATN instead of ATNwTO, but this isn't going to work long term.
