GameDB: Add Skip MPEG Hack to Never7

Rationale behind Changes

The videos in #4886 would freeze after playing for 2-6 seconds, rendering the game unplayable without skipping the videos in a timely manner. In simple words, players need to skip the videos quickly or risk losing all of their progress.

Suggested Testing Steps

I've already tested that the gamefix works.

Yeah, but that one is a hit and miss (unreliable). I chose this one because it simply skips the FMVs just like what users are expected to.
