Describe the Bug

During loading screen the bar shows no progress in HW mode. Works fine in SW mode

Reproduction Steps

Play the game i HW mode and trigger the loading bar.

Expected Behavior

The bar should show progress like in SW mode

still an issue as of PCSX2 v2.3.372 ( atleast on the gs dump)
