[BUG]: WRC 3 Incorrect fog layer in hardware mode

Describe the Bug

The fog layer on the left hand side should cover the entire screen but in hardware mode only covers half of the rocky outcrop.

Run the provided GS dump and see the issue to the left.

Expected Behavior

The fog to be more foggy.
