问题描述 - Issue Description

Win11重启Explorer后右下角图标无法再交互，导致无法再显示GUI窗口

复现步骤 - Reproduce steps

1. GUI模式启动
2. 关闭弹出的窗口，此时右下角图标正常
3. 通过任务管理器重启Explorer，此时右下角图标双击不弹出GUI窗口，右键单击也不显示菜单
