NPCs -- Rework NPC-Horse interaction

Rework NPCs to be a single 'mounted npc' when they mount a horse. Will require additional models/rendering for the horses, loading of vanilla horse-textures, and decomposition of the horse nbt into the npcs 'horse' data.
