could not reproduce. with tor enabled it scanned ok and offered to pay the invoice. then i disabled tor forcefully and tired again - alert was only once, easily dismissable

Why do you need to import pre-existing psbt to a bw with no keys? Final signing device should produce txhex which practically any wallet can broadcast. In BW it's settings-tools-broadcast
