clicking on Decanus badge re-routes to oc.tc/shop

All shop ranks link to oc.tc/shop, and decanus is a shop rank even though it's no longer available. I can't really think of any better place for it to link to.

@itsmartin Maybe it should redirect you to the prizes section of the tournament announcement? That would make more sense.
