In-game Server Player count not updating

In-game, when I use the sign and hover over the servers, sometimes the number says 0/x, but when I join, the game has been going for a while and it's nowhere near empty. This happened several times on Alpha, Capture1, and mini servers.

Could this be because the people on the servers are in observers?

No, the teams all had a good amount of players.

It might have just been a few coincidental glitches, who knows
