Set-OSServerPerformanceTunning is moving Server.API and Server.Identity Applications to the OutSystemsAppPool when it shouldn't

In O11 there are new applications managed by Configuration Tool and that need to be on their own application pools.

This command is moving them to the OutSystemsAppPool since it's catching all apps and can cause multiple problems related to authentication and permissions.
