[bug] Gather window moves when toggling "Show only available items"

To replicate:

1. have some items in the gather window that are not currently available
2. check "Anchor gather window to bottom left"
3. toggle "Show only available items" multiple times

Expected result: the window should expand upwards and show the unavailable items, then retract and stay in its original position

Actual result: the window expands downwards and shows the unavailable items, then retracts but its position shifts downwards

"multiple times"? It repositions on the next frame, if you somehow toggle it multiple times in one frame (is that even possible?) you're bound to break it.

Multiple times but not in the same frame. just keep toggling it, doesn't need to be fast

Just tried this, doesn't seem to happen on my system, at least not how it's described. I've attempted with anchor to bottom left on and off and spammed show only available with both. window stays where it's at. I can see a slight flickering as though the window were trying to expand down when adding new items but it corrects itself and expands in the expected direction.

My bad. All of the items in the list must not be available, then it'll happen
