Bump Boost to 1.77.0

This pr sets Boost version to 1.77.0.

Note:

  • Test boundary of Boost.Locale fails on my machine, so I disabled it.
  • Test multiprecision_float/_int of Boost.Random fails to compile because it cannot find list class from Boost.mpl.
