feature request: delete join message

Chinese spam bots use join message as spam message. Would be great if name matching ban deletes join message as well. attaching screenshot

Ahh, looks like its "accomplished" via a super long name. They call ed "Long-name Spam Cleaner" on teleme.io.

Would be easy to implement. @andrewhyde what do you think?
