Wrong link to the contributing page in the pre-filled description of a new pull request

When creating a new PR, the pre-filled description contains the wrong link to the contributing page.

Should be https://docs.originprotocol.com/guides/getting_started/contributing.html but instead it sends you to https://docs.originprotocol.com/#contributing (which ends up being the same as https://docs.originprotocol.com/ since the contributing header doesn't exist anymore).
