Policy pages theme support

Follow up on #988

The PR referenced above allows shop admins to set custom 'policy pages' for their stores. However, it lacked support for the different themes available on the platform. As a test of these changes, I'm including a screen-capture that previews a shop in my dev environment, with some generic text in place of the 'policies':
