Can i develop mods on the Xbox version because it is not in the mod generator

Consoles do not allow access and/or editing of game files, so you won't be able to mod the game.

Unless you hack it somehow and gain access to it, then maybe it could work.

i play hitman3 with the xbox app on windows so i have access to all the game files. i can also install this and everything works but the mod generator doesn't support the xbox path (C:\XboxGames\PC - HITMAN 3 - Base Game\Content).

You can use one of the other templates and adjust the paths to point to where your game is. I'm however not sure how launching and debugging works with Microsoft Store games and if any special env vars or command line arguments are needed.
