[NPC Menu] Properly display non-English characters in names, make NPC search case-insensitive

Letters like é, í, ó, etc. are replaced by a question mark. Also, it would be nice to make the searchbox case insensitive.

It would be great if ALL search features were case-insensitive. It makes it really difficult to locate what you're looking for when you have to know the exact capitalization of each letter.

Searching within the debug mod is now case-insensitive as of 3877d520f8a4c576d20de70c1ca3ef91a4b7a64d. Unfortunately, not sure about the former.
