OD2 edit form URLs with existing fragments have them overwritten to 'content'

Descriptive summary

The forced URL fragment of 'content' overrides any existing fragment passed in at least for the edit form sections. Example: https://prod.oregondigital.org/concern/documents/df71wm09v/edit?locale=en#Subjects changes to: https://prod.oregondigital.org/concern/documents/df71wm09v/edit?locale=en#content

Direct URLs to the sections can be helpful for debugging or discussing metadata or app issues.

Expected behavior

Keep any existing URL fragment entered intact, if nothing, use 'content' as default.
