Descriptive summary

Special character encoding isn't working in the IIIF viewer and manifest. It is correctly displaying in the metadata. Example: https://prod.oregondigital.org/concern/images/df66wn162?locale=en#content

Expected behavior

Character encoding should work in IIIF viewer and manifest.

Title in viewer still has the issue. More Information panel seemed to be good.
