Deprecate Term page has no specific page title

Describe the bug When deprecating a Term and on the Deprecate Term page, the only value in the page <title> is 'opaquenamespace.org'.

To Reproduce Steps to reproduce the behavior:

1. Log in if not.
2. Visit any Term page.
3. Click Edit
4. Click Deprecate
5. See Deprecate Term page

Expected behavior Page title should display: "Deprecate Term: [vocab/term] - opaquenamespace.org"
