Not able to append encrypted PDFs

When trying to append new pages into a PDF, if any of the source or destination PDF is encrypted, the action fails with the message:

Error: source PDF is encrypted, can't append encrypted PDF documents. or Error: destination PDF is encrypted, can't append encrypted PDF documents.
