Menu functionality not correctly created with blank recipe

If i create a new site with the Blank Recipe a few basic things, like the content types Menu and Link Menu Item, are created.

Per default, these are the things i noticed:

• The type Menu is not Createable
• If you set the Menu to Creatable, you're still not able to add Link Menu Items, because the button "Add Menu Item" is greyed out.
• The Menu has a part MenuItemList attached. If you click on "Edit" and then on the link to the part definition inside the green notify, you get "The Page could not be found.", because the part doesn't exist.
